There are a lot of smartphones with nice cams but what are limits for your budget? Usually the best ones in this case is rather expensive like in case of Samsung Galaxy series, for example Samsung S 8 has a cool 12 MP cam but costs $1150. However from my own experience I can say that in case of such smartphone you'll pay mostly for brand, not functions 
I can recommend you as a cheaper alternative Google Pixel 2, it costs no more than $600 and its back cam is 12 MP too but also as I know this model isn't the best in case of software. Huawei Mate 10 Pro is a nice decision, this brand is now one of the best for smartphones with Android OC and its back cam is 20 MP, also the price is perfect for such specifications, $730. It's also a good one in case of special software.
Try to look through LG V30, HTC U11 and LeEco Le Pro3 Elite 4G Phablet linkto-blog.com/2017/07/04/leeco-camera-phone-top-10-powerful-smartphone-review/ , it's one of the cheapest with 16 MP cam.
